Turnover: the flipped lanes

Fewer people leaving = more points. And there’s a precise rule for what "left" means.

A team that keeps 9 of 10 players knows its plays and wins. A team where 9 of 10 are new faces is starting over every season. Turnover is how many walked — fewer is better.

#The real idea

Turnover measures the share of staff who left over a rolling 12-month window (CMS uses six consecutive quarters of PBJ data, recalculated quarterly). Lower turnover = more points, so the lanes are flipped versus the hours measures. The precise mechanic — and the part staffing coordinators must get right — has two separate numbers:

  • Eligibility (who’s even counted): a worker is in the turnover math only after 120 hours in a 90-day period. Below that, they’re not in the denominator.
  • The event (what books a turnover): an eligible worker who then has 90 consecutive days with zero recorded shifts. The turnover is dated to their last workday before that gap. (This gap was 60 days before CMS’s July 2024 refresh — anyone quoting "60 days" is out of date.)

PBJ has no termination dates — CMS infers turnover purely from gaps tied to the employee system ID. Same ID continuity is therefore everything.

A retention save worth +15 points

Total turnover 58% → lane "57.693–62.791 → 15 points." Retaining the eligible workers who were about to complete a 90-day gap pulls the rolling rate to 49% → lane "45.680–49.254 → 30 points." That single retention play is worth +15 points — for the price of a shift or two.

Eligible = 120h/90d. Turnover books on a 90-day no-work gap, same employee ID. The retention save is the cheapest points on the board.
